Is something wrong with me? Im still hungry on a diet...?

We see a lot of articles these days about how bad fad diets are and all that, these articles also say if you eat nutritionally, clean, and high fiber and protein you shouldnt be hungry or deprived. I eat every 3 to 4 hours, i eat close 30 grams of fiber a day and eat clean and nutritionally dense foods. I am still HUNGRY, I am even eating 1700 calories a day and i have a desk job so its not super low calories either. What gives? Im listening to all the expert advice and I am still hungry. I am not on a crash diet, I am eating healthy foods like vegetables, beans, lean meats, and fruits. Could something be wrong or is everyone writing the articles a quack? Is hunger on a diet or with weight loss absolutely inevitable?
